DESCRIPTION OF CONTENTS
The Legal Order presented here is orientated to approve the regulatory bases and to organize, as a competitive concurrence regime, actuations for the development of the Regional Prevention Plan, monitoring of school absenteeism and reduction of dropouts in public school in the Region of Murcia, to be developed in the school year of 2013-2014. This plan, approved in 2012, is part of the diverse legal measures initiated with the appearance of the Royal Decree 359/2009, October 30th, which establishes and regulates the educative diversity of the students from this region, directed to prevent school absenteeism and to reduce the rates of early school leavings. Economic assistance is offered to public schools, from the Autonomous Community of Region of Murcia, that present projects directed either towards primary education or towards secondary education, with the purpose of preventing school absenteeism and school dropout. Said projects must take into account one or more of the following procedures:
a) Prevention of school absenteeism: actions directed to the transition between educative stages, reinforcing the information, the orientation and the cooperation between schools; schools of parents; and an educative reinforcement workshop, directed to prevent school failure with the reinforcement of basic learning.
b) Reduction of school dropouts: alternative classroom for expulsions, offering an alternative formation to expulsion from school; educative return classroom or second chance classroom, a point of educative information and orientation directed to students who left the educative system without any qualification and wish to obtain one; and a workshop of socioeducative intervention directed to reinforce the motivation of the students by promoting working skills and study techniques, strategies to learn how to learn, social skills and emotional education.
COMMENTS ON THIS PUBLICATION
The present document is a Legislative Order that proposes specific actuations directed to develop the Regional Plan for prevention, monitoring and control of school absenteeism and to reduce school dropout of the Region of Murcia.
The material constitutes an example of the important legislative development that is currently taking place for a few years.
The establishment of general frameworks at a legislative level, plus their subsequent development, including financing, supposes a key element in the commitment to solve the present problem.
In addition to the established Decrees and Orders, the Department of Education, Universities and Employment from the Region of Murcia has been developing during the last few years several agreements and contracts of collaboration with the Ministry of Education, Culture and Sports in order to develop procedures and educative programs that promote coordinated work between schools and the complementary intervention of the municipal services in case of school absenteeism and dropouts. This supposes a clear example of a multi-level approach to the problem, including not only the aspects directly related with schools, but also those related with socioeconomic contexts that more often than not appear associated with these problems.
The Order highlights the commitment of the Department of Education, Universities and Employment to promote innovative actions and good educative practices in schools, becoming a revitalizing element of novel practices in this field.
The legislative development highlights the increasing awareness and importance given to school absenteeism and failure, going from a system mainly directed to 'good students' to a model in which prevention of school failure and school dropouts is considered key, where attention to diversity is the central axis of the learning process.
